【摘要】 数据要素已成为一个国家重要的基础性战略资源。政府作为数据要素的重要供给者和协调者,具有充分发挥要素引导与资源配置的潜力,但政府数据如何影响企业技术创新尚缺乏严谨的微观层次检验。本文基于数据密集型政府采购合同,通过倾向得分匹配法和三重差分模型检验政府数据对企业技术创新的价值。研究结果表明:签署数据密集型政府采购合同会显著提高上市公司的数字技术创新和非数字技术创新水平;政府数据对企业技术创新水平的提升程度在信息技术资源丰富的企业中得到了进一步增强。本文验证了政府数据在企业创新中的价值创造,对促进政府数据流通、深化政企数据合作等实践具有一定的启示。更多还原

【Abstract】 Data have become a fundamental strategic resource for a country.As an important data supplier and coordinator,governments possess the potential to give full play to factor guidance and resource allocation.However,investigation to the commercial value of government data is still lacking.In this study,we adopt a triple difference model combined with propensity score matching and analyze the effect of data-intensive government procurement contracts on firms’ technological innovation.The results show that participation in data-intensive government procurement contracts can significantly increase both the digital and non-digital innovation performance of firms.Such a positive effect is enhanced in firms with more information technology resources.The results reveal the business value of government data in corporate innovation,and generate implications for the government on how to encourage government-enterprise cooperation on data.更多还原
